The UAE officially legalized the sale and use of electronic cigarettes in April 2019 to curb the sale of unregulated e-cigarettes and ensure that the nicotine components of vapor are 95% less harmful than traditional cigarettes. Anyone caught vaping or using an e-cigarette in non-smoking or unauthorized areas in Dubai will face a fine of up to Dh2,000. According to The National, the Department of Health and Safety ( Dubai Municipality ) "will take necessary measures to track down violators smoking e-cigarettes in public places."

Yes, the Federal Tax Authority announced that a 100% tax will be applied soon to vapes and other electronic smoking devices soon in UAE. Vapes will also be subject to VAT.
